§20 — Recognition of Biological Dignity Rights. All HRW residents possess the legal right to address physical and psychological needs through dignified, safe, and medically supervised means. This right is protected at the level of fundamental survival rights.
§21 — Medical Prescription Requirement. CST sessions may only be initiated upon dual confirmation: (a) AI medical system's biometric diagnosis of clinically significant Touch Starvation, oxytocin deficiency, or isolation-induced major depressive disorder, AND (b) confirmation by a licensed human physician. Personal preference alone is insufficient grounds for prescription.
§22 — CST Professional Protections. CST licensing requires doctoral-level training in clinical psychology, neuroscience, ethics, and somatic care. CSTs are classified as medical professionals and receive protections, compensation, and social standing equivalent to senior physicians. Weekly session maximums are established per individual CST to prevent burnout.
§23 — Absolute Gender Neutrality. The CST profession is open to all genders. No CST may be designated as exclusively serving a specific gender without individual resident request and CST voluntary consent. Coercion of any CST is a criminal offense.
§24 — 80/20 Protocol Standard. The Bio-Humanoid to Human CST ratio of 80:20 is established as the operational standard. Physical release is the exclusive domain of bio-humanoid systems; human CSTs operate exclusively in the emotional-psychological therapeutic domain.
§25 — Absolute Privacy Protection. CST records and all related medical data are classified at the highest security tier. Unauthorized disclosure to any third party without explicit written resident consent is a felony offense carrying a minimum sentence of 5 years.
